Shawn Griffin is a San Antonio native who has a passion for service. He graduated from St. Mary’s University in the spring of 1997 with a BA in Public Justice. He then joined the San Antonio Fire Department in 1998. Shawn has served in the SAFD in numerous roles. He has served as a paramedic in both the EMS and Fire Divisions and is currently the Division Chief of Facilities. He has served the members of the SAFD as a member of the Peer Support Team, Chaplain, and has served on the boards of the San Antonio Fire Fighters Benevolent Fund as well as being a founding member of The Responders First Foundation. Shawn was elected to the San Antonio Fire and Police Pension Fund Board in September of 2022, and serves on the Personnel Committee and the SA F&P Holding Corp.

Larry Reed is a Retired Fire Department Captain and represents the Retired Firefighters as Trustee on the Fire and Police Pension Fund. He previously served as the Active Firefighter Trustee from 1985-1999 and the Fund's Executive Director from 1999-2003. In addition, Larry was elected by Firefighter Pension Funds across Texas as a Director of the Texas Association of Public Employee Retirement Systems (TEXPERS) from 1998-2005. In 2010, he was again elected to the TEXPERS Board of Directors. He has also served on the Board of Directors of the Generation Federal Credit Union for over 35 years and is currently the Board Chairman. Federal Credit Union for over 20 years. Larry is a 1976 graduate of the University of Texas-San Antonio with a BBA in Finance. Larry has previously served as Board Chairman and currently serves on the Disability Committee, Investment Committee and is Chairman of the Legislative Committee.

Ryan was born and raised on a family farm in central Pennsylvania where he learned the values of hard work and dedication. He attended Penn State before moving to Texas and joining the San Antonio Police Department in 2016. During his time with the department, Ryan has actively contributed to the association and its membership as a shift director and has held key roles on several important committees. He currently serves on the Grievance Committee, the Collective Bargaining/Negotiations Team and is the active trustee for Group Legal. Ryan is also the youngest person ever elected to represent SAPD on the San Antonio Fire and Police Pension Fund (SAFPPF). His diverse experiences and strong leadership skills enable him to serve the Pension Fund and its beneficiaries with confidence, commitment and a clear focus on long-term grown and stability.

Misty Spears’ background is uniquely suited to serving the needs of San Antonio’s District 9, combining professional expertise with a deep commitment to her community. A proud graduate of Texas Tech University with a B.B.A. in Accounting, she built her career as an accountant for Clear Channel Communications and Pioneer Drilling in San Antonio. Her professional journey also led her into the legal field, where she excelled as a lead paralegal, handling complex cases and municipal matters for Texas cities and government entities—experience that gives her a distinct edge in navigating local government challenges. Prior to her election to San Antonio City Council, Misty served as the Director of Constituent Services for Bexar County Commissioner Grant Moody. In that role, she gained invaluable, boots-on-the-ground experience, connecting directly with residents and businesses, and learning the importance of open communication and accessibility. She developed a clear understanding of how to navigate government processes efficiently to address concerns and deliver results, preparing her to serve District 9 effectively from day one. Outside of her professional experience, Misty has long been a dedicated community servant. She has volunteered as a precinct chair, HOA secretary, and active PTO member. She and her husband, Adrian Spears, are proud parents to three daughters, and her faith remains a cornerstone of her life as an active member of Summit Church. Now serving on the San Antonio City Council, Misty is focused on strengthening public safety, improving infrastructure, supporting veterans, protecting seniors, and fostering job growth. Her leadership is marked by compassion, common sense, and a relentless work ethic. She is honored to represent the people of District 9 and is committed to building a city where families feel safe, businesses can thrive, and every voice is heard.

Assistant Chief of Police Harry Griffin retired in 2010 after 34 years of service with the San Antonio Police Department. Harry has served on the Board of Trustees of the Fire and Police Pension Fund, San Antonio for 32 years, 19 while active and the past 13 as the retired police trustee. Harry graduated from Texas State University in 1974 and the FBI National Academy in 1999. He served as a council member for the City of Selma Texas from 1990-2000, a suburb of San Antonio. Harry was recently elected to his 9th four-year term on the Pension Board. Harry and his wife Katherine (Kay) have been married for 47 years and have two children, Patrick and Karry, and four grandchildren.
 
WASHINGTON MOSCOSO    |     Trustee

Lieutenant Washington Moscoso is a first-generation American who was born in Southern California and later moved to Lubbock, Texas before starting high school. He joined the San Antonio Police Department in 2009 and currently serves as a lieutenant overseeing the Recruiting and Applicant Processing Unit. In this capacity, he leads the department’s strategic efforts to identify, evaluate, and prepare qualified candidates for a career in law enforcement. Previously, Lieutenant Moscoso supervised the Public Information Office, where he utilized strong communication and leadership skills to manage a wide range of scenarios—from highlighting officers’ community contributions through uplifting stories to responding to complex and high-profile public safety events. His ability to adapt tone and message to each situation helped strengthen trust between the department and the community. Throughout his tenure, Lieutenant Moscoso has provided effective leadership across several specialized units, including the Central SAFFE and Crisis Response Team (CRT). He is recognized for his proactive leadership style, community-oriented policing philosophy, and deep commitment to developing the next generation of officers. Lieutenant Moscoso holds a Bachelor’s degree from Texas Tech University and a Master’s degree in International Business from the University of Texas at San Antonio. Before beginning his law enforcement career, he spent a decade in the financial services industry. Lieutenant Moscoso feels fortunate to have married his best friend, who has been a constant source of support throughout his career and life. Together, they have two beautiful children—a boy and a girl.

Mike joined the fire department in 2015 and has consistently demonstrated a strong commitment to public service and union advocacy. Over the years, he has served in several key leadership roles, including District Steward, Trustee, and active member of both the Grievance and Negotiations Committees. These roles reflect his dedication to protecting the rights and benefits of fellow members while helping guide collective bargaining efforts. In addition to his work within the department and union, Mike brings a solid foundation in financial oversight and investment knowledge, having held both the Series 7 and Series 66 securities licenses. This experience enhances his ability to make informed decisions on behalf of the pension fund’s beneficiaries and contributes to his role as a trusted steward of members’ long-term financial security. With a blend of frontline experience, union leadership, and financial acumen, Mike is committed to upholding the integrity, sustainability, and growth of the pension fund.

Sukh rhymes with "look" and Kaur is pronounced the same way as "core." Dr. Sukh Kaur was elected to serve District 1 on June 10, 2023. As the first South Asian to serve on the San Antonio City Council, she is committed to championing a local government that prioritizes those who need it most and improving the quality of life for all residents. Sukh is passionate about education and economic development and works to build a more equitable San Antonio. She holds a Doctorate in K-12 Educational Leadership from Vanderbilt University, an MBA from the Rice Educational Entrepreneurship Program, and a BA in Policy Studies from Rice University. As a city councilmember, her work is centered around five key priorities: infrastructure, public safety, parks and community centers, small businesses, and affordable housing. She is focused on making District 1 safer, more accessible, and vibrant by investing in stronger infrastructure, expanding green spaces, supporting small businesses, and increasing housing options that residents can afford. Sukh believes in data-driven solutions and community-driven advocacy to create long-term stability and economic mobility. Through collaboration and meaningful engagement, she is committed to ensuring that District 1 continues to thrive.
 
JALEN MCKEE-RODRIGUEZ    |     Trustee

Jalen McKee-Rodriguez was elected to serve District 2 of San Antonio on June 5, 2021 and sworn in on June 15, 2021. Born on February 26, 1995 in Knoxville, TN, Jalen is the eldest son of two Veterans of the United States Army. After graduating from Fort Knox High School in Fort Knox, KY, Jalen moved to San Antonio to attend the University of Texas at San Antonio, where he earned a B.A. in Communication, followed by an M.Ed. in Educational Leadership and Policy Studies. During his time at UTSA, he served as president of Omega Delta Phi, Executive Director of the Council of Student Organizations, President of the Multicultural Greek Council, and performed as Rowdy the Roadrunner. Following his collegiate career, he volunteered full-time as an AmeriCorps member with City Year at Davis Middle School before becoming a Math Teacher at Sam Houston High School and, later, Madison High School.
